Substantive Change Actions
San Joaquin Delta College: Approve move of Tracy Center to Mountain House site
Western Career College: Approve name change to Carrington College California and to change its mission.

Actions taken by the Substantive Change Committee between June 2009 and January 2010 to Approve the Following:
Cerritos College: to add 15 associate degree programs, 22 certificates and 27 verifications of completion programs to be offered 50% or more through a mode of distance or electronic delivery.
Citrus College: to offer an Emergency Management and Homeland Security Program via distance education or electronic delivery.
Cypress College: to add 18 associate degree programs and 54 certificate programs to be offered 50% or more through a mode of distance or electronic delivery. 
Guam Community College: to add a Certificate in Medium/Heavy Truck Diesel Technology. 
Los Angeles Harbor College: to offer three existing Associate of Arts degrees (Administration of Justice, Fire Technology and Business Administration) via a mode of distance education or electronic delivery.
Moorpark College: to add 18 associate degree programs and 11 certificate programs to be offered 50% or more through a mode of distance or electronic delivery. The Committee acted to approve the proposal with a request for additional information. 
San Joaquin Valley College: to add a Clinical and Administrative Medical Assisting (CAMA) Associate of Science Degree program at the Rancho Cordova, Modesto, Rancho Cucamonga and Hesperia campuses and the Hanford Center Extension, and the new Delano campus location.
Santa Monica College: to add 19 associate of arts degrees and 27 certificates of achievement and/or department certificates to be offered 50% or more through a mode of distance or electronic delivery. 
Skyline Community College: to add fourteen associate degree programs and 18 certificate programs to be offered 50% or more through a mode of distance or electronic delivery.  
Heald College:  to relocate the San Francisco Campus from 350 Mission Street to 875 Howard Street.
Kapi’olani Community College: to establish two additional locations geographically apart from the main campus: an ADN Nursing Program at Leeward Community College and a Practical Nursing Program at Windward Community College.
Monterey Peninsula College: to offer 50% or more of a program through a mode of distance or electronic delivery at the Seaside Center.
San Joaquin Valley College: to add a new campus in Murrieta, California. The programs that were approved to be offered at the Murrieta Campus are the Respiratory Therapy A.S. Degree, the Clinical Medical Assisting Certificate and A.S. Degree, the Clinical and Administrative Medical Assisting A.S. Degree, the Administrative Health Care Management Certificate and A.S. Degree, and the Business Administration Certificate and A.S. Degree. 
Gavilan College: to add a Carpenter Apprentice Program.
Heald College: to change ownership and control of the institution.
Monterey Peninsula College: to add a Family Research Studies Program offered 50% or more through a mode of distance or electronic delivery.  The Committee acted to approve the proposal with the proviso that the College considers the program as a certificate.
Palau Community College: to add a Science, Technology, Engineering and Mathematics (STEM) Program. The Committee acted to approve the proposal with the proviso that the College considers the program as a certificate. 
Western Career College: to offer two new programs, Physical Therapist Assisting and Fitness Training.

The Mather Regional Transportation Center. (Approved 3/13/09)

2.  Berkeley City College: To add five Associate of Arts degrees and three certificates 50% or more
offered through a mode of distance or electronic delivery.  The degrees are in Liberal Arts, with
emphasis Arts and Humanities, Social and Behavioral Sciences; English Language and Literature;
Global Studies, and Spanish.  The certificates are in the Liberal Arts CSU General Education
Breadth Certificate of Achievement; Liberal Arts Intersegmental General Education Transfer
Certificate of Achievement and Spanish Certificate of Achievement. (Approved 5/15/09)

3.  Butte College: To add courses at the Chico and Glenn County Center that constitute 50% or more
of a program offered through a mode of distance or electronic delivery. (Approved 5/15/09)

4.  Chabot College: To add thirty certificates and degrees, and a full complement of courses that
meet the General Education Requirements 50% or more through a mode of distance or electronic
delivery. (Approved 5/15/09)

5.  City College of San Francisco: To add four Distance Education Programs in General Education
for the Associate Degree; Business, Computer Networking, and Information Technology,
Computer Science; and Spanish in the Foreign Languages Department. (Approved 2/20/09)

6.  College of the Sequoias: To add an Agriculture Transportation Certificate and a Professional
Pilot – Helicopter Associate Degree and Certificate. (Approved 5/15/09)

7.  College of the Siskiyous: To add courses that constitute 50% or more of a program
offered through a mode of distance or electronic delivery. (Approved 3/13/09)

8.  Fashion Institute of Design and Merchandising: To change the address of the San Diego

9.  Guam Community College: To offer an Associate of Applied Science in Medium/Heavy Diesel

13.  Leeward Community College: To add two Associate of Arts (General Education and

twenty-four Certificates offered 50% or more through a mode of distance or electronic delivery.

14.  Los Angeles County College of Nursing and Allied Health: To change the Mission for the
Allied Health Education (Approved 2/20/09) and to open an extended campus of the School of
Nursing division at Olive View – UCLA Medical Center in Sylmar, California. (Denied 2/20/09)

15.  Los Angeles Mission College: To add an online Paralegal Studies Program. (Approved 5/15/09)

16.  Los Angeles Trade-Technical College: To add ten degree programs (Accounting, Management/
Supervision, Marketing/Public Relations, Retail Merchandising, Computer Applications, and
Office Technologies, CIS, Child Development – Plan A, Child Development – Plan B, Liberal
Arts, and Mortgage Finance) and four certificates (Managements/Supervision, Marketing/Public
Relations, Small Business Entrepreneurship, and Child Development – Preschool Teacher) where
50% is offered through a mode of distance or electronic delivery. (Approved 4/17/09)

17.  Maui Community College: To add a new Dental Hygiene Program. (Approved 2/20/09)

18.  Merced College: To add the Associate Degree Breadth Requirement, the CSU Breadth
Requirements, the AA Degree in History, Associate Degree Breadth Requirement, the CSU
Breadth Requirements, and the Associate of Arts Degree in History, General and Business
Management Information Systems where 50% or more is offered through a mode of distance or
electronic delivery. (Approved 2/20/09)

19.  Mira Costa College: To 1) add a location geographically apart from the main campus at which
Mira Costa College offers at least 50% of programs through a mode of distance or electronic
delivery, and  2) add courses that constitute 50% or more of a program offered through a mode of
distance or electronic delivery. (Approved 5/15/09)

20.  Monterey Peninsula College: To approve to begin Construction at the MPC Education Center,
affiliate with the South Bay Regional Public Safety Training Consortium, affiliate with the
Farmworker Institute for Education and Leadership Development (FIELD), and consider
possible expansion of distance learning classes. (Deferred for additional information 4/17/09)

21.  Mt. San Antonio College: To add two Associate of Science Degrees (Business Management and
Small Business Management), twelve Certificates (Business: Human Resource Management,
Level I; International Business, Levels I and II; Business Management, Levels I, II, and III;
Small Business Management, Levels I, II, and III; CIS Certificate in LINUX; Hospitality: Food
Services, and Introduction to Computer Information Technology), and the General Education
Program to be offered 50% or more through a mode of distance or electronic delivery. (Approved

22.  National Polytechnic College of Science: To add an Associate of Science in EMT – Paramedic
Program and an Online Substance Abuse Counseling Program. (Deferred 4/17/09)

23.  Sacramento City College: To add courses that constitute 50% or more of 88 programs offered
through a mode of distance or electronic delivery.  Courses are in the disciplines of Accounting,
Anthropology, Business, Computer Information Science, Early Childhood Education, Electronics
Technology, Engineering Design Technology, Family and Consumer Science, Gerontology,
Graphic Communication, Library, Mechanical-Electrical Technology, Music, Nursing
Photography, Physical Therapist Assistant, and Sociology. (Approved 2/20/09)

24.  San Diego Miramar College: To add forty-four programs which will have 50% or more of the
courses offered through a mode of distance or electronic delivery. (Approved 2/20/09)

25.  San Joaquin Valley College: To add a new Victorville Campus site (Approved 2/20/09); an
Industrial Technology degree program at the Bakersfield, Rancho Cordova, and Rancho
Cucamonga campuses; a Criminal Justice Corrections Program at Hanford Center Extension and
Victorville campuses; name change of the Victorville Campus to Hesperia Campus; and the
addition of a Certificate of Completion and Associate of Science Degree in Diagnostic Medical
Sonography at the Bakersfield campus. (Approved 5/15/09)

26.  Santa Barbara City College: To add nineteen certificates and 63 degrees where more than 50%  
is offered through a mode of distance or electronic delivery and change the nature of the
constituency served. (Approved 5/15/09)

27.  West Valley College: To add three Associate of Arts and one Associate of Science Degree, and
four Certificates offered 50% or more through a mode of distance or electronic delivery.  The
degrees are in Arts and Humanities, Social and Behavioral Sciences, Cultural and Global Studies
and Law Enforcement.  The certificates are in Business, Administrative Management; Business,
Real Estate Salesperson; Computer Applications, Office Technologies; and Digital
Media/Internet Services, Web Development.  (Approved 5/15/09)

28.  Western Career College: To add four currently approved, site-based programs to be offered
entirely through a mode of distance or electronic delivery (Criminal Justice, Health Care
Administration, Health Information Technology, and Graphic Design), and to open a new
